Minimum size of matte board for all entries is to be 15" x 18” NOT to exceed 28” in height. This includes a 3-inch minimum margin on all sides.
01. Eligibility
Entries may be submitted by advertisers, advertising agencies, creative services,
photographers, printers, web developers, marketing, PR firms, sales promotion
agencies non profit firms or associations whether or not they are members of The
Long Island Advertising Club, Inc. and whose entries have been created in or whose
businesses are located in Nassau, Suffolk, Queens, or Kings counties.
If an entry is submitted by a third party, the entrants’ client (agency or advertiser),
must either have their corporate offices (headquarters) located in Nassau, Suffolk,
Queens, and Kings counties, or the entry must have been created, or produced,
within the above defined areas.
If a third party submits an entry in the same category which has also been entered
by an agency or advertiser, the third party’s submission may be withdrawn from
the competition and the entry fee will be returned. In alls cases, the advertiser will
be the arbiter of the entry's status.
Materials submitted as part of a campaign may also be entered individually
in any category for which it qualifies.
All entries must have been initially inserted, run, distributed, or created between
January 1, 2008 and December 31, 2008. Entries submitted for previous BOLI
competitions are not eligible, except where specified. Entries not meeting the
above requirements will be disqualified. The LIAC reserves the right to require
the return of award(s) for any entries that may have been erroneously presented
or if any fees connected with competition have not been paid.
In conjunction with the BOLI Awards, the LIAC will conduct a "Student BOLI"
competition. It is open to all students of communications, marketing, and enrolled
at colleges or universities located in Nassau, Suffolk, Queens, and Kings counties.
Certificates of Excellence will be awarded to both students and their schools.
A Student BOLI statue will be awarded to the school of the winning entrant(s).
In addition, $ 3,000 with a limit of $ 500 per student, will be awarded through
the advertising firm of Austin & Williams and the LIAC ‘s Scholarship fund.
Students who are to receive awards must pick them up on the evening of the
BOLI Awards dinner or arrange to have them picked up. If they do not, their
awards are forfeit.
All entries must be submitted before 4:00 PM. Sunday, March 15, 2009 at

03. Sorting
Sorting will be held Saturday, January 31, 2009 at King Kullen's corporate head-
quarters in Bethpage. ALL interested parties are encouraged to participate.
The BOLI Sorting & Judging chairwoman, Ms. Jane Delgado, will supervise this
event. At that time, all entries will be reviewed by a validation team(s), comprised
of at least three people. They will review all entries, and if in their opinion, an entry
has been placed into the wrong category, it will be moved to the proper category
without penalty to the entering party. If an entry can not be transferred to any of
the published categories, it will be disqualified. Decisions by the chair and validation
team(s) are final. Entry fees are not refundable.
04. Judging
Advertising, Marketing, and Internet professionals, who work outside the Long
Island market and are not connected with the Long Island Advertising Club, will
be empanelled as BOLI judges. A team of judges will be assigned to judge each
category.
The judges will vote independently and score each entry on a point system,
with ZERO being the lowest and TEN being the highest, as follows:
1. ( 0 ) to ( 10 ) for : Overall Creative Excellence.
2. ( 0 ) to ( 10 ) for : Execution of Concept.
Judges will be asked to revisit all first place ties. At their discretion, the tie
may be left standing or broken. If broken, the entry designated not the
winner, will be awarded a Gold Certificate of Excellence.
If a category has Five (5) or less entries, the judges will be asked to confer
and decide if the entries are to be judged normally, if they are to be judged
with a limitation of award or if there is to be NO award in the category.
Judging of Internet categories, Section C, will be done online by a select
Number of professionals drawn from the Internet community.
Entries will be judged on a total possible score of THIRTY based on SIX
criteria with ZERO being the lowest and FIVE being the highest. Each
entry will be scored as follows:
1. ( 0 ) to ( 5 ) for: Overall Creative Excellence
2. ( 0 ) to ( 5 ) for: Visual Creative Design
3. ( 0 ) to ( 5 ) for: Content
4. ( 0 ) to ( 5 ) for: Functionality
5. ( 0 ) to ( 5 ) for: Structure/Navigation
6. ( 0 ) to ( 5 ) for: Interactivity
Based on the judges’ cumulative scores in each category, designated
finalists will qualify for a BOLI Statue or one of three designated
Certificates of Excellence: Gold, Silver, or Bronze.
The accounting firm of Grant Thorton, LLP will certify the judges scores for
all categories. Decisions of the judges, as verified by Grant Thorton, LLP are final.
The Long Island Advertising Club assumes all entries are original and are the
works and property of the entrant, with all rights granted within. The LIAC
is not responsible for copyright infringement on the part of the entrant.
05. Finalist Notification
BOLI Finalists will be notified at the LIAC’s March 10th. General Meeting,
and will be listed on the Long Island Ad Club's web site. Finalists will, at their
discretion, have the option to submit a mounted entry of their finalist entry(s)
for display at the BOLI Awards show.
A BOLI statuette along with two companion Certificates of Excellence, signifying the
Best of Category, will be awarded in each category if appropriate. In addition, Gold,
Silver, and Bronze Certificates of Excellence will be awarded, as appropriate, in each
Category.
ALL Statues and Certificates of Excellence will be available for pickup at the
awards show. A shipping Fee of $50.00 plus carrier charges will be imposed for
statue(s) and $5.00 plus carrier charges for EACH Certificate of Excellence NOT
picked up at the awards show. If the shipping and handling charges for the above
item(s) are NOT paid in advance or by June 15, 2009, the awards will be destroyed.
Entrants, who wish to purchase an additional statue for presentation to a
client should they win a category(s), must indicate the desire to do so at the
time they enter the competition.
In order to reserve the purchase of additional statue(s), a credit card name, name
of cardholder, card number, and expiration date is required when initially entering
the competition The credit card charge will be exercised the day after the Awards.
Cost: $ 175.00 per statue. There is NO charge for additional Certificates but the
supply is limited. They may be ordered by email ( liac@att.net ) All extra
Certificates will be destroyed on June 15, 2009.
The BOLI Awards Presentation will be held tentatively Tuesday, May 12, 2009.
Cost of event ticket(s) will be announced by special bulletin and on the LIAC’s
web site no later than December 31, 2008
ONLY FULL page FOUR color ads will be accepted for the BOLI Journal.
Run of Book cost: $1,000.00, 2nd & 3rd covers are $1,200.00. 4th cover $1,500.00
All mounted finalist entries will be exhibited during the awards presentation as
practical. The BOLI committee reserves the right to limit the number of items
exhibited, and require duplicate entries when necessary.
All print entries declared finalists will be published in the BOLI Awards Journal.
In addition, all finalist entries will be archived on the Club’s web site. Internet entries
will have a URL address. Radio, TV and Interactive entries will be represented by a
visual, if supplied. There will be a charge of $10.00 per finalist entry. These charges
will be exercised after April 1, 2009 as indicated on your Entry Summary Form.
Should you need electronic images to be photographed, Brenner Photo Productions
will do so for BOLI Finalists at a very special BOLI competition rate of $15.00 per entry.
09. General Entry Requirements
Each entry, except Internet entries, must be individually identified with two official
entry labels:
Front label contains: Headline, Category Number, Entrant’s ID Number and a
numbered sequence area for campaign categories #01 thru #10, and category #86.
This label is to be attached to the upper right hand corner of the FRONT of the
plastic entry envelope or the black matte board of a mounted entry.
The Back label contains the Entrant’s ID Number and Category Number. It is
to be attached to the BACK of the entry itself, the back of the matte board of
a mounted entry, on the FRONT of a TV cassette(s) or CD-ROM(s).
In addition to the individual labeled entries, any item entered in more than one
category must both be listed and entered separately for each category into which
it is entered. All appropriate fees are required to accompany your entries when
submitted.
09.02 Electronic Entry Forms
One copy of the electronic entry forms must be enclosed with the entries and must
be securely affixed to the outside of the entry package in a brightly colored envelope.
All entry fees, paid by check, or a copy of the electronic payment(s), or a credit card
number with expiration date, must be included with your entries.
If more than one package is submitted, plainly mark and number the packages
in sequence, example: (1 of 3, 2 of 3) etc.
You may pick up your plastic entry bags on or after Monday, January 12th. 2009.
All ENTRIES with ENTRY FORM copies must be physically received by Friday, January 23, 2009, 4:00 PM, but NOT before Monday, January 19h 2009. at one

required entry information.

Follow the step by step instructions. This process will conclude by your printing out
all the necessary filled out forms (entry, financial, and entry labels) which will allow
you to complete the entry process quickly.
A second record of ALL entry information will be sent to you via E-mail.
Keep this e-mail receipt on your desktop as it will allow you to print out
additional labels if needed. We suggest you print out one copy for your files.

choose to pay by check.

10. ENTRY FEES Entry fees are non-refundable
To qualify for Early Bird member entry fees, Club dues must have been paid
on or before December 28, 2007. To qualify for Member entry fees, entrants
must include dues with their entry fees if they have not been paid. All outstanding
invoices due to the LIAC must be paid prior to the day of judging. Fees may be paid
by check or credit card.

NOTE: ALL entry rates are calculated automatically through the
Electronic entry system (EES).
Checks are to be made payable to either: LIAC or The Long Island Advertising
Club, Inc.. Fees submitted must cover the total amount required for all entries.
Entry fees are not subject to refund. Please place your check along with copies
your entry forms in a brightly colored envelope and attach it, securely, to the
outside of one of your entry package(s).
The BOLI committee reserves the right to extend the entry deadline due to
unforeseen circumstances, such as severe weather conditions.
Important Note: Prior to the deadline for entries, call T. Walker Lloyd at
516-944-0100, if you wish to enter an exceptionally large or valuable entry.
For those entrants who wish to have their entries returned, a fee of $15.00
will be charged per entry. A LARGE BRIGHT YELLOW label must be attached
to the back of the envelope or matte board in the lower right hand corner in
order to be returned. In addition, you must highlight these entry(s) on your
entry forms by a yellow highlighter pen. The BOLI committee is not responsible
for loss, unreturned entries, or the condition of returned entries.
11. PREPARATION of ENTRIES, General Guidelines
All Campaign entries, #01 through #10 and Categories #75, #76, #77, #78,
and #79. must be mounted on black matte board.
Mounted entries in categories other than those above, will be disqualified.
Minimum size of matte board for all entries is to be 14 1/2" x 16”, NOT to
exceed 28” in height.. including the 3-inch minimum margin on all sides.
Positioning of the FRONT entry label: Each entry is to have the proper
electronic entry label affixed to the upper right hand corner on the front
of the plastic envelope or matte board if entry is mounted.
Positioning of the BACK entry label: Each entry is to have the proper
electronic entry label affixed to the upper right hand corner on the back
of the entry or on the back of the upper right hand corner of the matte
board if entry is mounted.
Where more then one matte board is needed (e.g. Campaigns): Each matte
board must have the proper electronic entry label affixed to both the front
and back and numbered where indicated on the entry label, i.e. 1 of 5, 2 of 5,
etc. Boards must be hinged together. Boards may not be taller than 28”
Cases that hold TV cassettes or DVD disks are to be placed in an plastic
envelope. An entry label is to be attached in the upper right hand corner of
the front of the envelope and the BACK label is to be placed on the FRONT
of the TV cassette or DVD disk. Category, Entry Number & the
Competition ID Number are to be written on the Disk by a
marker pen.
For those materials not suitable to be affixed to an entry matte board:
A pocket of sufficient size and depth must be constructed to hold up to
three copies of the entry upright to allow their removal for judging.
For packaging and other entries not mounted or placed in envelopes,
attach String Tags securely to the entries with the front label attached to
the tag & the “rear” label attached to the bottom of the entry.
Entries requested to be returned must have a large YELLOW sticker affixed
to the back of the entry in the LOWER RIGHT hand corner and MUST be
marked by YELLOW highlight pen on the Entry Form.
In entries where photographs are substituted: The minimum size of the
photo is to be 8” x 10”.

12. FINALISTS
Those entries which have attained Finalist status will be announced on Tuesday,
March 10th.
Finalist entries which have been mounted will be exhibited at the awards show.
Finalists have the option to mount those entries they did not mount for display
at he Awards show, if they so desire. These entries must be received at APT
Display, 60 ERast Jefryn Blvd. Deer Park, NY 11729, 631-293-0310, no later than
Monday, April 20, 2009.
Electronic images of all finalist entries must be e-mailed (home page for internet
entries) NO later than Tuesday, March 17, 2009. Caption on image file is to be

All Campaigns must have a minimum of THREE and NO MORE than the number
of specified elements in which all materials must have a central or connecting theme. Elements submitted may be in any combination of Print advertisements, and/or Radio

qualify as separate elements.

THREE but not more than FIVE (5) elements which include at least ONE print advertisement by a corporation, company, manufacturer or the media which features either a product, service or an idea but which is not for direct sale to the consumer. Ads must not refer to nor make mention of, a retailer or its location. No more than three (3) promotional items may be submitted, in addition to, but NOT in place of, the advertisements.
#04. Consumer Advertising Campaign Retail

advertisement which present a product or service for sale directly to the consumer
by a retailer. In addition, NO more than THREE (3) promotional items may be

# 05. Direct Response Advertising Campaign

which feature either a product, service, or idea for sale directly to the consumer, and
NOT indicated as available through or by a retail outlet. In addition, NO more than
THREE (3) promotional items may be submitted, but NOT in place of, the
advertisements for a total of not more than EIGHT (8) entered pieces.
# 06. Business-to-Business Advertising Campaign

THREE (3) but not more than FIVE (5) elements which include at least ONE (1)
PRINT advertisement which specifically feature products, Services and/or an
Image for a business-to-business advertiser. Up to Three (3) coordinated items
may be submitted, in addition to, but NOT in place of, the advertisements for
a total of not more than EIGHT (8) entered pieces.
# 07. Political Advertising Campaign

THREE (3) but not more than FIVE (5) elements which include at least ONE (1)
PRINT advertisement and any other combination of advertisements or
promotional materials, which either feature a politician or present a political
issue to the general public.
#08. Sales Promotion Campaign
Mount
At least THREE (3) but not more than SIX (6) elements with the objective of trial
generation, continuity/loyalty, share protection, image awareness/enhancement,
retail traffic, or brand switching which were either printed or broadcast and must
feature the name of the retailer or service location. Any combination of print or
broadcast advertisements and promotional items such as, P-O-P materials, custom
samples, brochures, and specialty premiums are acceptable. Photographs of events
count as one item.
# 09. Public Service Advertising Campaign (PSAs)

At least THREE (3) elements but no more than FIVE (5) which present an
issue to the general public and all having appeared at no charge. At least ONE (1)
element must be an advertisement which must have appeared at no charge. Other
components may consist of any combination of promotional materials, but may
not include any advertisements.
# 10. Self Promotion Campaign Agencies ONLY

A minimum of FOUR (4) but no more than SIX (6) elements consisting of at
least TWO (2) print advertisements and no more than ONE (1) each of any other
combination of advertisements or promotional materials.
TELEVISION
ALL TV commercials must be submitted on a DVD.
Campaigns must be recorded together on a single DVD, with no less than
THREE (3) nor more than FIVE (5) seconds of black leader between commercials.
NO tones and bars, no slates, no agency, client, or creative source identification. Failure to do so will lead to disqualification of the entry.
The Large (Front) label is to be placed on the Plastic Entry Bag in the upper right
hand corner. The “Rear” (Small) label is to be placed on the front of the DVD’s
case. The Category # and your Submission ID # is to be written onto the disk
itself with a felt tip pen.
# 11. Television Commercials, 10 to 120 seconds. Institutional
Envelope
Individual spot which is addressed to the consumer and promotes or self-
promotes associations, hospitals, medical facilities, insurance companies,
professional groups, educational, financial or charitable (501)(C)(3) institutions,
and may or may NOT feature a specific product(s) or service(s) for sale to the
consumer. This category is restricted to those entities mentioned above. This
category includes spots designed for the media's own self-promotion.
# 12. Television Commercials, 10 to 120 seconds. Non-Retail
Envelope
Individual TV spot which exposes the TV-viewing public to a message for any
product, service, or idea. This category does not include commercials produced
or designed for retail purposes and may not incorporate a retailer's name or
location.
# 13. Television Commercials, 10 to 60 seconds. Retail
Envelope
Individual TV spot that presents a product or service for sale directly to the
consumer where the retailer is being featured. Category does not include
corporately produced commercials designed to insert a retailer's logo.

A two-minute segment must be submitted on individual DVD with NO
tones, bars or slates. Both the title of the submission and the rear label
are to be affixed to the TOP of the cassette, CD, or diskette and must match
the entry label.
E. ONLINE, MULTIMEDIA, AND INTERACTIVE

For Internet entries, Categories #21 through #40, no physical entry is required.
For redesigned sites to be eligible, at least 70% of the visible portion of the site
entered (excludes code), must have been redesigned within that year. If the site
has been previously entered, the entrant must be able to produce proof of the
changes that warranted the site to be reentered. Failure to produce substantial
